Consultancy Opportunities – UNFPA Independent Evaluation Office (IEO)
The UNFPA Independent Evaluation Office is recruiting consultants to support the Independent Evaluation of UNFPA’s Approach to the Localization of Humanitarian Action. This evaluation aims to assess UNFPA’s performance in advancing localization commitments and identify lessons to strengthen equitable partnerships and humanitarian outcomes.
1. Local Consultants
Locations: Iraq, Nigeria, Pakistan, Venezuela
Experience: 5–7 years in evaluations, monitoring and evaluation, or related fields
Scope of Work:
• Support evaluation phases including inception data collection analysis and reporting
• Provide thematic expertise such as gender based violence, sexual and reproductive health and rights, or related technical areas
• Contribute to field data collection and evidence generation for the final evaluation
Reporting and deliverables are overseen by the IEO co-team leader and include data collection outputs and evaluation reporting tasks.
2. Young and Emerging Evaluators (YEE)
Locations: Iraq, Nigeria, Pakistan, South Sudan, Venezuela
Experience: Less than 5 years of professional experience and under 35 years of age
Scope of Work:
• Assist the evaluation team throughout the evaluation phases including document review preparation for data collection and data analysis
• Support preparation of country evidence matrices and detailed evaluation summaries
• Contribute to draft deliverables such as country PowerPoint presentations and evaluation reports under guidance from evaluation co-leaders
The position is remote but candidates must be based in one of the specified countries and have a valid work permit if not a national of the country they choose.
Duration
Both consultancies require a level of effort of 30 days between March 2026 and September 2026, with work delivered remotely and field missions as needed during the data collection phase.
Application Requirements
Applicants must submit a CV, cover letter explaining relevant evaluation experience and thematic expertise, and indicate their preferred country of assignment. For local consultants this should reflect experience in GBV or SRHR if applicable. For young and emerging evaluators the focus should be on evaluation skills and interest in humanitarian contexts.
